Job Summary

The Associate Director is responsible for providing leadership and managing Greater China Hub regulatory activities, development of regulatory and registration strategies, including product registration and life cycle maintenance, and leading Colgate-Palmolive (CP) liaison and negotiation activities with regulatory agencies and other government organizations impacting CP oral care and other categories sold in Greater China Hub including cosmetics, pharmaceuticals, medical devices, and home care.

The Associate Director is also responsible for developing functional strategies and specific objectives for the Regulatory team in Greater China Hub and ensure alignment of the strategy and objectives to the APAC and Global Regulatory organization critical must dos and objectives

The individual will also be representing CP in involvement and participating in trade associations in China key to CP.  

General Job Description

  • Serve as an authoritative advisor on regulations and related standards and requirements to CP internal stakeholders. 

  • Provide leadership to the team and develop the functional and leadership capabilities of the direct reports.

  • Develop and foster collaborative working relationships between self and team with Technology and Legal partners, and with cross-functional stakeholders including Marketing, Technical, Quality, Supply Chain, Global Regulatory and Product Safety to ensure alignment and synchronization between regulatory processes and priorities and strategic business goals.

  • As appropriate, take an active role in negotiation and advocacy with regulatory agencies in the Greater China hub and ensure productive negotiations on regulatory issues resulting in acceptable and timely outcomes. 

  • Play a leadership role and represent Company in key industry trade associations in China and actively participate to influence governmental regulatory rule making processes and standards favorable to CP for all categories.

  • Stay abreast of all applicable current and new related cosmetic, device and drug regulations, requirements and guidance for all C-P product categories.

  • Work in collaboration with the APAC Regulatory lead, internal Legal partners and stakeholders on regulatory procedures, requirements and standards.  Address issues and barriers with options and potential solutions, and work accordingly to incorporate them into the technology and business plans and programs.

  • Develop and retain a high performing team with broad regulatory expertise and ability to coordinate across multiple geographic complexities within the Hub.  Ensure the necessary technical and soft skill sets, and provide coaching and mentoring to staff members.

 Specific Roles and Responsibilities

  • Serve as the Regulatory Affairs functional leader for Greater China Hub.

  • Serve as the leader for Greater China Hub Regulatory External Affairs and provide guidance in activities associated with the rulemaking process in Greater China Hub countries, and ensure that productive working relationships and networks with the appropriate governmental agencies for the best interest of CP are fostered.

  • Represent CP in key trade associations in China as deemed necessary through leadership position or active participation in CAFFCI, COCIA, EUCCC & AMCHAM.

  • Provide Regulatory guidance and advice to the Greater China Leadership, Asia Pacific Leadership and Global leaders in pre-IPM and IPM meetings, Supply Chain, CIC and other Business and Global Technology review meetings.       

  • Provide category support on day-to-day regulatory issues, new initiatives and developments. Communicate with business, legal and technical partners to shape product development approaches to minimize regulatory impact.

  • Provide leadership and ensure that regulatory filings are of quality and filed in accordance with agreed upon business timelines.  Manage coordination of documentation; utilize appropriate information management and innovative approaches and improvements for the Hub.

  • Monitor and communicate any changes in the global and China regulatory environment that may have an impact on the Greater China Hub Business, and work with Marketing / CIC and other relevant multifunctional teams to ensure sustainable country / regional strategies.

 Required Functional Specific Skills

  • Highly experienced and knowledgeable in toothpaste & oral care and cosmetics regulations in China and an expert on China CSAR with exposure and / or expertise in pharmaceutical & medical device regulations & regulatory management.

  • Having well established and productive working relationship with regulatory and government agencies in China, particularly CFDA/NMPA(compulsory)

  • Having the experiences and  working relationship with the authorities of countries within the APAC region will be an advantage.

  • Experienced in influencing rule making and involvement in trade associations (TA) advocacy activities; and preferred TAs are COCIA, CAFFCI, EUCCC or AMCHAM. 

    • An exposure of working closely with other key regional trade associations such as ACA, ACCORD,  CTFAM, CTFAP, CTFAS,FMM-MCTIG, IBHA, TCMA will be an added advantage.   

    • Involvement in regional or global trade associations will be an added advantage

 Other Requirements

  • Tertiary education in relevant scientific fields such as Pharmacy, Chemistry, Biochemistry, etc.

  • A candidate with Masters (in Science, Business or relevant discipline) will have an added advantage

  • 10+ years of experience in regulatory affairs management and candidate is  currently at managerial level or higher and leading a team of Regulatory Affairs Professionals.

  • Candidates with exposure and / or experiences in managing regional and regulatory external  affairs particularly in Asia Pacific will have an added advantage.

  • Demonstrated organizational skills, strong verbal and written communication skills

  • Knowledge of key Global / APAC Cosmetics Regulations such as EU Cosmetics Regulations, ASEAN Cosmetic Directive, Australia AICIS, and USA Cosmetics Regulations will be an added advantage
