This position will be responsible for ensuring compliance by Hill’s Pet Nutrition with regulations and statutes concerning research and development, manufacturing, distribution, marketing and sales of Hill’s products in the United States and where international regulations and statutes may impact U.S.-made product.  Possess technical and regulatory expertise (for U.S. regulatory system and internal HQ regulatory processes) and lead registration team (including timely responses to U.S. regulatory agency inquiries or challenges), internal regulatory assessments (including ingredients), and operational work.  In addition, this individual will serve as the regulatory claims tracker lead, working alongside legal, marketing and veterinary affairs.

 

Demonstrate strong knowledge of regulations that impact U.S. product as well as knowledge of global regulatory environment. Additionally, should monitor and update the business as needed on relevant changes to regulations, represent Hill’s Pet Nutrition on trade association committees, and ensure new and efficient processes are developed and documented to address future issues as they arise. 

 

Main responsibilities:

 

Regulatory Product Support (State Registrations, Documentation and Process Control, and Regulatory Vigilance): Lead U.S. state registrations to ensure product registrations are complete, accurate, compliant, and submitted in a timely manner. Responsible for building and leveraging relationships with state and federal regulators. 

 

Regulatory claim subject matter expert (Marketing Support and Review): Lead regulatory claims team and actively support cross-functional partners in support of the marketing review process, including preparation for and primary regulatory representation in product claims meetings and reviewing on-pack and marketing campaign claims. Identifies claims issues and leads/proffers alternatives to comply with regulatory guidelines while supporting business needs.

 

Internal and External Relationship Building: Create and foster a climate of teamwork and effective working relationships both within Regulatory Affairs and with our internal business partners: Quality, Marketing, Legal, New Product Innovation, Science & Technology, Professional Veterinary Affairs, Supply Chain, and others to achieve synergy needed to effectively work as a team.  Ensure all programs are aligned with overall business strategies of various clients; interpret the impact of ongoing developments in regulatory environment for both clients and staff.  Develop/Maintain/Strengthen relationships and participation in key U.S. trade associations, including PFI and AFIA and push key initiatives in support of Hill’s (such as ingredient nomenclature/transparency and label modernization).  

 

People Management: Day-to-day supervision of regulatory personnel, including mentoring, training, and development.  Responsible for achieving independent and team results, developing internal efficiencies, and ensuring team member responsibilities are understood and direct reports are accountable for their performance. Facilitates sharing of technical knowledge within regulatory team.

 

Education:

 

  • Required:  Bachelor’s degree in business, policy, animal sciences
  • Preferred:  Master’s or PhD in business, policy, animal sciences or DVM

 

Experience:

 

  • Required: Minimum 8 years experience in regulatory affairs within any of the following industries: pet food, human food, OTC drugs, medical device, pharmaceutical
  • Required:  Minimum of 5+ years in preparing regulatory registration submissions, packaging compliance review, analyzing and interpreting product regulations
  • Preferred: Minimum of 5+ years interpreting and applying AAFCO rules and guidelines and applicable U.S. (e.g., FDA, CVM, USDA) and foreign regulations

 

Expected Areas of Skills

 

  • Demonstrated knowledge in all aspects of product regulations in assigned markets
  • Ability to prepare written summaries of technical data suitable for inclusion in regulatory submissions
  • Ability to understand and implement domestic and international regulatory requirements
  • Ability to learn and master Hill’s global information system within SAP
  • Proficiency of Microsoft Suite and Google
