The Regularotry Affairs Supervisor is responsible for supporting the Director, Regulatory Affairs Americas to ensure compliance by Hill’s Pet Nutrition with regulations and statutes concerning research and development, manufacturing, distribution, marketing and sales of Hill’s products in the United States and where international regulations and statutes may impact U.S.-made product.  Function as Regulatory and Technical subject matter expert (for U.S. regulatory system and for internal HQ regulatory processes) and/or supervisor for registration processes (including timely responses to U.S. regulatory agency inquiries or challenges), internal regulatory assessments (including ingredients), and operational work (copy sheets, packaging, etc.).  Additionally, should monitor and report on relevant changes to regulations, participate on trade association committees and update the business as needed, and ensure new and efficient processes are developed and documented to address future issues as they arise.  Develops creative solutions to solve regulatory issues.  Manage and supervise Regulatory staff.

 

Principal Duties and Responsibilities

Regulatory Product Support (State Registrations, Documentation and Process Control, and Regulatory Vigilance): Manage the U.S. state registration function to ensure registrations are compliant, and completed accurately and in a timely manner.  Manage the creation and review of relevant Standard Operating Procedures and Work Instructions and policy guidelines (as needed), including POVs and Regulatory 101 documents. Help monitor international projects that may affect U.S. regulatory decisions and support. Track and report on project status as needed.  Monitor and report on regulations and registration actions involving pet food, including state and federal regulatory issues/changes (such as FSMA). Monitor changes in regulatory environment; advise and make recommendations to Regulatory management as to impact of regulatory changes. Keep abreast of regulatory issues which may impact Hill’s operations and their products.

SME Advisement (Marketing Support and Review): Support the Director in managing the PD and Wellness marketing review process, including preparation for and participation in Claims Tracker meetings, reviewing on-pack and IMC claims, Wellness project meetings, and cross-functional collaboration and relationship building where needed.  Where efficiencies can be developed and where cross-functional Regulatory relationships can be improved, propose strategies and pursue them.

Internal and External Relationship Building: Create and foster a climate of teamwork to work effectively with PSR&Q, Marketing, New Products, Science & Technology, Professional Vet Affairs, Supply Chain, and others to achieve synergy needed to effectively work as a team.  Ensure all programs are aligned with overall business strategies of various clients; interpret the impact of ongoing developments in regulatory environment for both clients and staff.  Develop/Maintain/Strengthen relationships and participation in key U.S. trade associations, including PFI and AFIA.  Participate in meetings and trade efforts to benefit Hill’s and the pet food industry and report relevant information that may affect Hill’s products, operations or decision-making.

People Management: Day-to-day management of regulatory personnel, including mentoring, training, performance management and development.  Responsible for building a cohesive team, achieving results, developing staff and regularly challenging them, and ensuring team responsibilities are understood and direct reports are accountable for their performance

Education/ Experience Requirements

  • Required:  Bachelor’s degree in business, public policy, natural sciences, or other related field.
  • Preferred:  Master’s or PhD in business, public policy, natural sciences, or other related field

 

EXPERIENCE:

  • Required:  Minimum of 5-7 years in preparing regulatory registration submissions, packaging compliance review, analyzing and interpreting product regulations.
  • Required: Minimum of 5-7 years interpreting and applying AAFCO rules and guidelines and applicable U.S. (e.g., FDA, CVM, USDA) and foreign regulations.
  • Preferred: 6-8 years’ experience in regulatory affairs within any of the following industries: pet food, food, OTC drugs, medical device, pharmaceutical
  • Preferred: Prior supervisory/management experience
 

Expected Areas of Skills

  • Demonstrated expertise in all aspects of product regulations in assigned markets
  • Ability to prepare written summaries of technical data suitable for inclusion in regulatory submissions
  • Ability to understand and comply with domestic and international regulatory requirements.
  • Intermediate proficiency of Microsoft Suite and Google
  • Intermediate to Expert proficiency in PDM module of SAP.
  • Ability to communicate verbally and in writing across all levels of the organization
  • Good organization and planning skills

Travel Requirements

Expected percentage of travel:  Up to 10%
